A r t i c l e 334.
Scope of this Chapter

This chapter defines the features of the movement of goods across the customs border pipelines and transmission lines that are not defined in other provisions of this Code.
In the part not regulated by this Code, the procedure for moving goods across the customs border pipelines and power transmission lines is determined by law and (or) international treaties of - members of the customs union.

A r t i c l e 335.
Features of the import, export and customs declaration of goods transported by pipelines

1. Importation into the customs territory of the customs union and removal from the territory of goods transported by pipelines, shall be permitted after the release of goods in accordance with the declared customs procedure.
2. When submitting the customs declaration the actual presentation of the goods transported by pipelines, the customs authority is not required.
3. When importing into the customs territory of the customs union, or exportation from the territory of goods transported by pipelines, mixtures of products, as well as changes in the number and condition (quality) of goods due to transportation and technological features of the specific characteristics of the goods in accordance with technical regulations and national standards in force in the states - members of the customs union.
4. Features of customs declaration of goods transported by pipelines, are determined in accordance with Article 194 of this Code.
5. Quantity of goods transported by pipelines, is determined on the basis of the readings, metering, set in a technologically-related areas in accordance with Article 337 of this Code, the acts of the actual delivery of goods under the relevant foreign trade agreement, acts of acceptance, certificates of quality goods and other similar documents confirming the targeting of the volume produced, delivered and consumed goods transported by pipelines, for the payment period determined in accordance with the laws of - members of the customs union.
6. When the customs declaration of goods transported by pipelines, exported from the customs territory of the customs union, the readings used commercial meters, located in the State of origin of goods or commercial meters in the territory of neighboring States, in accordance with paragraph 1 of Article 337 of this Code .
When the customs declaration of goods transported by pipelines, imported into the customs territory of the customs union, the readings used commercial meters, located in the State of destination of these goods, or commercial meters in the territory of neighboring States, in accordance with paragraph 1 of Article 337 of this Code .

A r t i c l e 336.
Features of the import, export and customs declaration of goods transported by power lines

1. Importation into the customs territory of the customs union and removal from the territory of goods transported on the transmission lines (hereinafter in this chapter - the electric energy) is allowed up to the customs declaration to customs authorities. Declaration, followed by submission of customs declaration on placement of electrical energy under the customs procedure of release for domestic consumption or exports, respectively, not later than twenty (20) of the month following each calendar month of its actual delivery.
2. When submitting the customs declaration the actual presentation of electrical energy to the customs authority is not required.
3. Customs declaration shall be imported or exported the actual amount of electrical energy. Amount of electrical energy is determined on the basis of the readings of meters, set in a technologically-related field and fix the movement of electrical energy, acts on the actual supply of electricity at the relevant foreign trade agreement, acts of acceptance and other documents confirming the actual transfer of power, as the net power flow electrical energy (the algebraic sum of flows of electrical energy in opposite directions on all individuals in the interstate power transmission lines of all voltage classes) for each calendar month, unless a different procedure for determining the amount of electrical energy is not established by the legislation states - members of the customs union.
The calculated value of net-power flow is adjusted by an amount that occur when moving the electrical energy losses of electric energy networks in accordance with technical regulations and national standards in force in the countries - members of the customs union.
4. When the customs declaration of electric energy exported from the customs territory of the customs union, used the testimony of meters, located in the State of origin of this power, or metering devices in the territory of neighboring States, in accordance with paragraph 1 of Article 337 of this Code.
When the customs declaration of electricity imported into the customs territory of the customs union, used the testimony of meters, located in the State of destination of the electrical energy or metering devices in the territory of neighboring States, in accordance with paragraph 1 of Article 337 of this Code.
5. Features of customs declaration of goods transported on the transmission lines are determined in accordance with Article 194 of this Code.

A r t i c l e 337.
Installation location of meters of goods transported by pipelines and power transmission lines

1. Meters for goods transported by pipelines and power transmission lines are installed in the customs territory of the customs union.
Installation location of meters of goods transported by pipelines and power transmission lines through the customs border, may be located outside the territory subject to the availability of international treaties of the State - a member of the Customs Union and neighboring states, which determine their performance and procedures for access of customs officials.
2. Installation location of meters of goods transported by pipelines and power transmission lines, when crossing the border are approved in accordance with the laws of - members of the customs union.
3. To prevent unauthorized access and alteration of the information in the readings of meters of goods transported by pipelines and power transmission lines, to such devices by customs authorities imposed a means of identification.

Identification of goods transported by pipelines and power transmission lines

Identification of goods transported by pipelines and power transmission lines, is not carried out, without prejudice to customs authorities to establish a customs purposes, the quantity, quality and other characteristics of goods, using information contained in the documents, the meters and other measuring instruments.

A r t i c l e 339.
Customs declaration of transit goods transported by pipelines and power transmission lines

1. Customs transit of foreign goods transported by pipelines, according to the customs territory of the customs union (or) on the territory of a State not a member of a customs union between the two (2) places in the field installing commercial meters, used in accordance with international treaties and (or) the law states - members of the customs union.
2. Electrical energy is transported by electric power lines across the customs territory of the customs union in terms of parallel operation of power systems can not be placed under the customs procedure of customs transit. In this case, no later than twenty (20) of the month following each calendar month of the actual movement of electrical energy, the customs authority shall be subject to a written statement containing the information on the amount of movement during the billing period, the notional value of electrical energy and other specified information.
3. Allowed to change specific characteristics of the transit of goods transported across the customs territory of the customs union through pipelines, because of technological peculiarities of transport, in accordance with technical regulations and national standards in force in the countries - members of the customs union.
